ATSI School Letter

Dear Parent/Guardians:
I hope the school year is off to a successful start for you and your child. I am writing this letter to let you know that Winstead Avenue Elementary School has been designated as a Targeted Support & Improvement Additional Targeted Support (TSI-AT) school by the North Carolina State Board of Education. Per ESSA Section 1111(d)(2), schools are identified as TSI-AT schools in North Carolina because one or more of the following subgroups received a subgroup performance grade score at or below the highest identified CSI-LP school’s All Students group during the identification year; and is on the TSI-CU list for the subgroup(s) for the previous year. Subgroup performance scores are provided for the following subgroups: (1) Students with Disabilities, (2) Economically Disadvantaged, (3) Black, (4) White, (5) Hispanic, (6) Asian-Pacific Islander, (7) Multi-racial, and (8) English Learners. This letter is to notify our parents and guardians of Winstead Avenue Elementary's intentions to improve educational outcomes for underperforming student subgroups and close achievement gaps for all students.
As a TSI-AT (ATSI) school, Winstead Avenue Elementary is required to develop an Additional Targeted Support and Improvement (ATSI) plan that specifically addresses how the school will improve outcomes for underperforming subgroups. The plan will also include strategies our district or charter will employ to support Winstead Avenue Elementary School’s improvement efforts. The ATSI plan will address the following areas:

We have set the following goals for Winstead Avenue Elementary this year:

By the end of the 2024-25 school year, 80% of the K-3 grade students will be proficient per the composite score as measured by the mClass assessment, and 60% of the 3-5 grade students will be proficient as measured by the End-of-Grade assessment We also are setting a goal of at SPG or C with the school exceeding growth. Winstead's students will achieve this goal by using mClass progress monitoring and NC check-in 2.0 data and by providing students with differentiated instruction to meet their academic needs. This goal is relevant for our students to become 21st-century learners.

During the 2024 - 2025 school year, Winstead Avenue Elementary will retain 90 % of its staff members by providing them with quality professional development opportunities that will increase standard-aligned instructional delivery. This is relevant to building a
staff team that will increase student learning and achievement.
Here are some strategies that we will be implementing to improve student outcomes:

Lesson plans are turned in on time each week through Google Classroom. They are then reviewed and comments made.

Both Administrators and MCL do walk-through observations 3 - 5 per day.

NCEES formal observation process will be followed.

Teachers have weekly student conferences/data meetings with students in grades 2 - 5.

Data meetings with the administration are held monthly during PLC, and the data is broken down. (All students and subgroups on Benchmark and Exact Path testing are included.

Time for Exact Path has been scheduled for grades 3 - 5. Each student will spend 45 minutes per week on math and reading.

Specific PLC meetings are scheduled on Tuesdays weekly, and the MCL is an essential part of this process. The first Friday of each month is the extended day of PLC.

Progress Monitoring Math Interventions weekly.

Increase every student's active participation through writing, speaking, or doing.

Professional Learning Communities aligned with the School Improvement Plan will assist teachers in improving their teaching and student learning.

Beginning teachers will be assigned mentors and provide support with the BT coordinator and the school-level coordinator.

The administration team will meet with the MCL weekly.

MCL will be provided for a grade (2nd/3rd) to assist teachers in instruction and curriculum.

Ensure you and your child know the academic expectations set for your child this school year. A list of learning objectives in student-friendly language is available from your student’s teacher(s).

Make sure that your child is prepared and attends school each day.

Monitor your child’s homework.

Monitor the progress your child is making and attend meetings with your child’s teacher(s).

We are committed to improving student performance. It is important to remember that just as no single score or grade tells the whole story of a student, neither does it tell you everything about a school's performance or the opportunities that our school provides. The intent of receiving these designations is to improve educational outcomes for all students, close achievement gaps, increase equity, and improve the quality of instruction. We’re excited about this school year and are working to make it a success for your child. Already, we have:

SWIM time in place. SWIM means “Strengthening What I am Missing” (individualized interventions) or “Strengthening What I am Mastering” (individualized enrichments)

Implementation of Haggerty to build phonemic awareness skills and Letterland used for decoding - (Grades K - 3)

95% Phonics program for (4th and 5th grade)

Utilization of Opportunity Culture to provide more small-group instruction for students and co-teaching support for teachers in second grade and 3rd grade.
